Funding objective

The objective is the identification, prioritization, and development of innovative, data-driven methods, tools, and technologies for the pre- and post-analysis of crisis scenarios resulting from climate change (e.g., floods, fires, landslides, heatwaves). The projects should strengthen risk prevention, crisis management, and adaptation strategies, involve stakeholders, promote international cooperation, and integrate existing EU services such as Copernicus and Galileo.

Description

The EU funding program Horizon Europe supports transnational consortia with a grant of up to €4,500,000 (funding rate 70%–100%) that develop innovative methods, tools, and technologies for pre- and post-crisis analysis of climate-related scenarios. The goal is to strengthen risk prevention, crisis management, and adaptation strategies across Europe. Research and innovation projects (Horizon Innovation Actions) with a maximum duration of 36 months are funded. Participating public institutions, companies, and non-profit organizations must involve at least three disaster preparedness authorities from three different EU member states or associated countries and utilize satellite-based data from Copernicus and/or Galileo/EGNOS. The total budget of €4,500,000 enables data-driven risk assessment of floods, fires, landslides, or heatwaves, as well as the engagement of stakeholders and international partners.

Projects are expected to test advanced analytics, early warning systems, and situational awareness solutions to make scenarios from floods to heatwaves practically applicable and to promote the best possible adaptation strategies across Europe. Applications must include a submission via the Funding & Tenders Portal, Part B of the project description (PDF), annexes A–G, and CVs of the principal investigators. The deadline is 05/11/2026 at 17:00 Brussels time. Projects bring together research institutions, companies, and civil protection authorities, create synergies with Copernicus, Galileo, and existing EU services, thereby contributing to a more resilient Europe.
