Description

The ESF funding module "Municipal Coordination" supports districts and independent cities in North Rhine-Westphalia in organizing regional transition systems from school to work. In the form of a partial grant of up to 40 percent, municipalities can account for personnel costs for project management and project staff using standardized unit costs and claim a flat-rate residual cost allowance. Only expenses for project management (FP2), project staff (FP4), and a residual cost allowance (RP1) within the framework of voluntary municipal tasks are eligible for funding. A prerequisite is the timely application before the start of the measure as well as a subsidy-relevant declaration that no other revenues or additional income from course fees or consulting services will be generated during the project period. The number of funded positions depends on the population size of the applicant: small districts up to 400,000 inhabitants receive one management position plus three project positions, larger districts up to 500,000 inhabitants receive one management position plus four project positions.*

Approval is granted by the responsible district government in whose district the project is implemented. The program is subject to EU procurement regulations as well as the General Terms and Conditions for Grants involving the ESF (ANBest-ESF). Applications must be submitted via the online funding portal of the Arnsberg district government and must include a financing plan, the completed funding application, and the funding guideline. Participant data must be recorded digitally and maintained in ABBA-Online. The collection of grants, audits by state and EU bodies, as well as mandatory public relations – including posting a poster (DIN A3) or electronic publications indicating EU and NRW funding – ensure transparency and traceability. Thus, the program contributes to tailored support for young people during the transition from school to work and establishes sustainable structures in the municipalities of North Rhine-Westphalia in the long term.
