Description
The program "Money or Position" of the state of North Rhine-Westphalia strengthens all-day care structures at public schools and approved substitute schools at the lower secondary level. Public sponsors are provided, depending on need, with shares of teaching positions or cash funds for educational supervision and care during lunchtime as well as for supplementary working groups, movement, cultural, and support offerings. The goal is to secure afternoon instruction with qualified personnel and to implement diverse additional educational offerings. Funding is provided as a fixed-amount financing, whereby the annual funding rates per all-day place are adjusted each year on August 1st based on the previous year's school data.
Eligible to apply are municipalities, municipal associations, and special-purpose associations as sponsors of public schools, as well as sponsors of approved substitute schools implementing all-day concepts for the lower secondary level. A prerequisite for funding is the submission of a school-internally developed all-day concept, a resolution of the school conference and the council assembly in the case of municipal school sponsors, as well as the existence of a vacant and fillable teaching position for all-day care. Eligible expenses include personnel costs exclusively. The funding application must be submitted using the official application form (Annex 1) by December 31 of each year. Additionally, the school's all-day concept, proof of resolutions from the school conference and council, as well as proof of a vacant teaching position must be provided. This enables the sustainable further development and expansion of needs-based all-day and care offerings.
