Description
The Water Management Funding Guidelines 2024 (FrWw 2024) of the State of Baden-Württemberg offer public institutions, municipal associations, and corresponding consortia a grant to ensure and optimize drinking water supply. Funding is provided for investments in water extraction and treatment, pipeline construction, storage facilities, planning, construction and engineering services, as well as measurement, control, and regulation technology. Eligible expenses must be economical, efficient, and directly earmarked; administrative costs, land acquisition costs for non-permanently required areas, expenses for residential space, vehicle procurement, and input tax deduction are not funded. A prerequisite is, among other things, a cost-effectiveness analysis completed prior to application, demonstrating technical feasibility, cost savings, and sustainable supply security. The funding covers 20 to 80 percent of eligible expenses; ongoing applications are possible, and the project period may be up to 36 months.
Interested parties include municipal authorities, associations of municipalities, municipal companies with over 50 percent municipal ownership, as well as public-law consortia of local authorities in Baden-Württemberg. Comprehensive application documents include the application (Form 2 FrWw 2024), cost-effectiveness analysis, cost and financing plan, project description, plans and expert reports, as well as a usage report (Form 6 FrWw 2024). Evaluation criteria focus on cost-effectiveness, technical feasibility, environmental and water protection, as well as supply security. The goal is a future-proof water supply in accordance with the requirements of the Drinking Water Ordinance and the guiding principles of Baden-Württemberg, which strengthens the municipal public service mandate, enables balanced water prices, and constitutes a locational factor for economic development.
