Funding objective
Promotion of XPlanung-compliant partial or fully vectorized digitization of municipal land use plans (land use plans and/or development plans) that became legally binding before December 31, 2019, based on the mandatory data exchange format XPlanung and utilizing contractors bound by framework agreements of NRW.URBAN.

Description
The state of North Rhine-Westphalia supports municipalities and municipal associations in the XPlanung-compliant partial or fully vectorized digitization of municipal land use and development plans that became legally binding by December 31, 2019. Funding covers 50% of the eligible expenses for digitization in the mandatory data exchange format XPlanung. A prerequisite is the commissioning of contractors bound by framework agreements from NRW.URBAN or the use of the corresponding conditions outside the framework initiative up to half of the funding amount. Personnel and overhead costs of the municipality are excluded. The digitized plans must be made available on the internet and comply with the requirements of the Geodata Access Act. An early start of the measure through the conclusion of framework agreements is considered approved, exceptions notwithstanding. Applications can be submitted online at any time via Heimat.Web; required proofs concern the legal validity of the plan and the contract with a NRW.URBAN framework agreement partner.
This grant aims to promote seamless, lossless transfer of plans into the XPlanGML format and to improve access to digital geodata. The offer is exclusively directed at public institutions in North Rhine-Westphalia and is implemented based on the state budget regulations. It is recommended to publish the digitized plans via the central Construction Portal NRW to increase transparency for citizens and specialist administrations.
