Funding objective

The Free State of Bavaria aims to secure outpatient medical care in rural, medically underserved regions through financial incentives. The goal is the establishment of general practitioners, specialists, and psychotherapists, as well as the founding of medical care centers (MVZ) or branch practices in these areas.

  • Founding of a Medical Care Center (MVZ) or a branch practice in a rural doctor premium area
  • Application no later than 6 months after commencement of contract medical activity
  • Commitment to practice medical activity at the funded practice location for at least 5 years
  • Population of the municipality must not exceed 20,000 (specialist/general practitioners and psychotherapists) or 40,000 (child and adolescent psychiatrists)

Description

The Rural Doctor Premium Guideline (LAPR) of the Free State of Bavaria provides financial grants to strengthen contract medical care in rural, medically underserved communities. The aim is to promote the establishment of general practitioners, specialists, and psychotherapists as well as the founding of Medical Care Centers (MVZ) and branch practices in regions with fewer than 20,000 inhabitants (or 40,000 for child and adolescent psychiatrists). This premium is the Bavarian State Government’s response to demographic developments and the declining willingness to obtain medical licenses in rural areas. The support is granted as a one-time payment and helps to ensure local, high-quality treatment and to stabilize the healthcare structure in the long term.

Eligible for funding are licensed contract physicians and psychotherapists as well as MVZ legal entities that commence their activities in a rural doctor premium area. Applications must be submitted via the Bavarian form server within six months after establishment or founding of an MVZ/branch practice. The approved premium is subject to the obligation to practice medicine at the chosen location for at least five years. The funding amount is up to €60,000 for an initial establishment or MVZ without psychotherapy, up to €15,000 for a branch practice, and up to €20,000 for psychotherapists and MVZs with psychotherapy (or €5,000 for psychotherapeutic branch practices). The funding process is documented by a current physician register excerpt from the KVB and the licensing decision. This measure by the Bavarian State Ministry of Health, Care and Prevention sustainably supports healthcare in rural areas and provides a strong impetus for a stable medical infrastructure.
