Description
In Lower Austria, providers of associations of childminders and childminder fathers receive financial support when assisting working parents. The funding is based on § 6 of the Lower Austrian Childcare Act and is jointly financed by the State of Lower Austria and the respective municipality of residence. For each child cared for, 30 euros per month are provided; for children under three years, the rate increases to 37.50 euros, whereby no needs assessment by the municipality is required for this age group. The budget is unlimited and is documented in accordance with GDPR transparency requirements. Applications can be submitted continuously and are valid retroactively up to three months prior to the receipt of the application; there is no legal entitlement, but hardship cases are examined separately.
Eligible for funding are interest groups, associations, non-profit organizations, as well as companies that demonstrate a need according to the law, guarantee a minimum care time of 20 hours per month, and cannot provide a kindergarten place for the children they care for in the municipality of main residence. Since March 1, 2020, the funding is valid indefinitely; retroactive applications are possible up to three months before the application date. Expenses for personnel, material resources, training and education measures, as well as control and supervision costs are funded. The straightforward application process is informal and submitted to the responsible state department, requiring a completed funding application, a current list of children, a monthly accounting, as well as proof of care hours and participant numbers. After complete review, the grants are transferred monthly in arrears to a designated account, enabling reliable budget planning.
