Funding objective

Development of an agile and secure internal market for data and AI services through the convergence of telecommunications, edge, and cloud continuum (3C) on open, interoperable, and standards-based open-source platforms to strengthen digital sovereignty, resilience, and innovation capacity in Europe.

Description

Within the framework of the EU initiative Open Internet Stack Sovereign Solutions (RIA), companies, research institutions, public and non-profit organizations are invited to develop open, interoperable open-source platforms for the convergence of telecommunications, edge, and cloud continuum (3C). The goal is to build an agile and secure digital single market for data and AI services that sustainably strengthens Europe’s digital sovereignty, resilience, and innovation capacity. Funding supports solutions ranging from sovereign operating systems through network and transport technologies to decentralized, standards-based components. Particular emphasis is placed on scalability, robustness, post-quantum cryptography, and a thriving ecosystem of developers and users.

Eligible for funding are legal entities from EU member states and associated countries, including SMEs, start-ups, universities, and public administrations. The 100% funding covers personnel costs, travel expenses, equipment, and infrastructure; real estate acquisition and retrospective costs are excluded. The funding amount ranges from €7,000,000 to €10,250,000 per project. Submission of complete documentation – Standard Application Form, project description, budget plan, and CVs of key participants – is possible until 15.04.2026. Evaluation is based on excellence, impact on the European single market, as well as quality and efficiency of implementation.
