Funding objective
Development of innovative, safe, and sustainable bio-based substances to replace hazardous active ingredients in biocidal products – particularly wood preservatives and mosquito insecticides – with substitutes within the framework of the Safe and Sustainable by Design approach, and to demonstrate their efficacy, safety for humans and the environment, as well as cost-effectiveness.

Description
Within the framework of the Horizon Europe call HORIZON-CL6-2027-01-ZEROPOLLUTION-01, the European Commission supports the development of bio-based substances to substitute hazardous active ingredients in biocidal products. The goal is to develop innovative and "Safe and Sustainable by Design" (SSbD) alternatives for wood preservatives and mosquito insecticides to protect both humans and the environment. Consortia consisting of research institutions, small and medium-sized enterprises (SMEs), start-ups, and industrial partners from at least three EU Member States or associated countries can apply with projects by 22.09.2027 that scientifically validate the efficacy, safety, and cost-benefit ratio of the new active substances. Funding covers personnel costs, research and development expenses, material costs, and travel expenses with a 100% grant up to a maximum of €4 million. An English-language project outline is required; applications must be submitted via the EU Funding & Tenders Portal including a PIC (Participant Identification Code).
The evaluation considers scientific excellence, environmental impacts, degree of innovation, and feasibility, whereby Excellence, Impact, and Quality and Efficiency of Implementation must each be rated with at least 3/5 points. Eligible applicants include companies, non-profit organizations, as well as universities and research institutions with a valid Gender Equality Plan, demonstrating their expertise and experience in environmental and climate protection. The project starts from 20.04.2027 and runs for up to 4 years. A convincing dissemination and exploitation strategy as well as a detailed financing plan are decisive. The entire process from the concept note through consortium agreements to results exploitation is supported by the European Commission to pave the way for a clean biocidal industry in line with the European Green Deal.
