Funding requirements

  • Mutual agreement on the content, design, and financing of the measures with the Ministry of Labor, Social Affairs, Women and Health and the responsible job centers in Saarland
  • Compliance with general labor law regulations, collective agreements, and the statutory minimum wage or sector-specific minimum wages
  • Submission of a notice from the job center regarding wage subsidies according to SGB II and an employment contract

Description

Within the framework of the ESF+-funded state program "Work for Saarland (ASaar)", Saarland offers financial incentives for employers who integrate long-term unemployed adults (over 25) with placement barriers under the SGB II legal framework into the primary labor market. A one-time bonus of up to 3,700 EUR is granted per newly created job. Non-profit organizations can additionally receive a success bonus of up to 5,000 EUR if no SGB II benefits are claimed after a maximum of six months. To optimize the framework conditions in areas with volunteer workers, a material cost allowance of up to 2,500 EUR per workplace per year is also available. The goal is to promote professional experience and strengthen the work and social behavior of the participants.

Eligible to apply are legal entities under public and private law, including companies, educational institutions, and municipalities in Saarland that provide sustainable job opportunities for persons with barriers. The planned measure contents, design, and financing must be agreed upon in advance with the Ministry of Labor, Social Affairs, Women and Health as well as the responsible job centers. All labor law regulations, including collective agreements as well as statutory and sectoral minimum wages, apply to the employment relationships. A decision from the job center regarding wage subsidies under SGB II and a written employment contract are also required, as well as a minimum provision of the workplace for twelve months. A short application, full application, project concept, personnel list, cost and financing plan, as well as proof of co-financing must be submitted to the intermediary body F/3. Ongoing application submissions enable timely implementation of the employment measures.
