Description
The funding instrument Demand-Oriented Transport Service in Local Public Passenger Transport and Scheduled Shipping Services (StPNV Financing Guideline) of the Thuringian Ministry of Infrastructure and Agriculture is aimed at companies and public institutions in Thuringia and provides flat-rate grants as a form of funding. The objective is the demand-oriented development of important transport corridors in local public passenger transport as well as the establishment of regular scheduled shipping services on inland waterways within the framework of public service contracts. The funding area covers the topics of infrastructure, mobility, infrastructure & urban development, as well as urban development & urban renewal. Eligible applicants are authorities responsible for tram, city bus, and regional bus services as well as providers of scheduled shipping services who operate approved scheduled services under the Passenger Transport Act and submit an updated local transport plan. The guideline is divided into basic funding, state-significant additional funding, and special scheduled shipping subsidies.
The subsidy rates amount to €0.80 per scheduled kilometer for bus lines along state-significant StPNV corridors (additional funding) and €3.00 per scheduled kilometer for scheduled shipping on inland waterways. Basic funding in tram, city, and regional bus transport is based on approved scheduled kilometers and network lengths. Funding requirements include defined quality criteria for bus lines as well as proof of at least six months of operation with approved watercraft for shipping services. Applications for basic funding and scheduled shipping must be submitted to the Thuringian State Administration Office (TLVwA) by September 30 of the previous year; applications for additional funding by December 31. The allocation of funds is carried out according to the state budget plan; the TLVwA is responsible for review and support to sustainably further develop regional mobility structures.
