Description
The EU funding program Creative alliances: Fostering global partnerships in cultural policies and CCI innovation aims to strengthen cross-border cooperation in cultural policy and cultural as well as creative industries (CCIs). As a grant action with a funding amount of up to €3,000,000, the program covers all eligible expenses over a 36-month project period – from personnel costs and travel expenses to subcontractor costs and dissemination activities. Funding is provided to consortia consisting of at least three independent legal entities from EU member states or associated countries, which include partners from at least one additional world region (e.g., Africa, Southeast Asia, Latin America). Applications are open until 23.09.2026. Evaluation criteria particularly focus on the level of innovation, the potential for global partnerships, as well as the quality and efficiency of project management. The funding rate is 100% for research, innovation, and coordination and support actions.
Research institutions, policy think tanks, cultural organizations, and representatives of the creative economy are targeted. The program supports pilot projects for developing new practical approaches, such as digital and green transformation strategies, intercultural dialogue formats, or co-creation models employing ethical AI and cultural policy expertise. The application includes a standard application form (HE RIA/IA), a financial plan, CVs, an ethics self-assessment, and proof of legal registration. Upon successful evaluation, consortia receive a funding commitment, followed by a three-year project implementation with regular reporting and monitoring by the European Commission. This funding instrument supports the goal of a resilient, inclusive, and globally connected culture and creative economy within the framework of Horizon Europe.
