Description
EFRE/JTF Framework Guideline NRW represents a significant funding initiative of the Ministry of Economic Affairs, Industry, Climate Protection and Energy of the State of North Rhine-Westphalia. The program supports sustainable and forward-looking investments across a variety of thematic areas, including innovation, sustainability, digitalization, energy efficiency, mobility, and structural change in coal phase-out regions. In particular, small and medium-sized enterprises, start-ups, educational institutions, research institutions, and public entities benefit from the funding opportunities. Funding is provided as a grant, with funding rates ranging between 40% and 50% of eligible expenses depending on the type of project.
The objective of the funding program is to strengthen regional development and competitiveness through investments that comply with EU standards in climate and environmental protection. Projects that adhere to the principles of sustainable development and the Paris Climate Agreement can be supported in areas such as corporate financing, regional infrastructure, smart cities, urban development, or start-ups. In addition to classic eligible costs such as personnel expenses, material costs, construction services, and travel expenses, projects are evaluated based on their level of innovation and economic viability. Non-eligible costs include, for example, interest on debt, excessive land acquisition, value-added tax, as well as discounts and rebates, thereby providing a clear structure for the application process.
The program is characterized by flexible application procedures, offering both ongoing and fixed-term funding calls. Participants must also demonstrate secured overall financing of the project and comply with the EU’s climate and environmental policy standards. Furthermore, great importance is placed on adherence to sustainability aspects and coordination in joint projects – each subproject constitutes an independent component of the overall initiative.
