Construction of rental apartments and dormitories; promotional loans or annuity subsidies

The funding for the construction of rental apartments and dormitories in Upper Austria offers non-profit organizations, public institutions, and commercial enterprises low-interest promotional loans as well as annuity subsidies. The goal is to create rental, rent-to-own, and age-appropriate housing, as well as apprentice, student, and nursing homes. The programs are accessible nationwide and have been continuously awarded without time limitation since November 14, 2013. Through the integration of public-private partnerships, the state of Upper Austria supports private and non-profit construction projects in the realization of modern, energy-efficient residential spaces. The funding areas include housing construction, modernization, urban infrastructure projects, and open-space-based land development.

Funding is provided with a subsidy rate of 50% to 100% of the recognized net construction costs (excluding VAT), supplemented by area allowances (€15,000 per housing unit, €4,000 per open space) and furnishing costs for elderly and nursing homes. A maximum of €1,150 per m² of living space or €150,000 per place for dormitories is subsidized. Prerequisites include a burden-free plot, owner or construction rights status, compliance with the technical and energy minimum requirements of the Upper Austrian New Construction Funding Regulation, and construction commencement only after written approval. Evaluation criteria include economic efficiency, area and open space requirements, as well as technical specifications. For application, an online application or forms (SGD Wo/E-41, SGD Wo/E-46b, SGD Wo/E-36a) must be submitted along with cost breakdown, usable floor area calculation, submission and execution plans, and – for commercial developers – a completion guarantee. Processing is carried out by the Housing Promotion Department of the Directorate for Social Affairs and Health in Linz.
