Description

ESF – Employment Counseling Centers is aimed at people in NRW who are unemployed, at risk of unemployment, planning to re-enter the workforce, require supplementary SGB II benefits, or are affected by labor exploitation. Funding is provided to municipal and independent organizations (public institutions, non-profit organizations) that operate counseling centers to strengthen those seeking advice both psychosocially and professionally. In specially designated rooms, a safe environment is created for confidential conversations in which the current life situation is analyzed, individual perspectives are developed, and concrete support services are offered. Additionally, the professional staff provides information on qualification and employment opportunities, assists with legal clarifications across legal jurisdictions, and establishes contacts with regional support networks. In cases of potential workplace exploitation, unconditional counseling is provided, and a bridge to support services is established. The program places particular emphasis on regular opening hours on at least five weekdays, totaling 30 hours per week at each counseling center, of which at least ten hours per location must be guaranteed.

For representatives, this funding provides up to four staffing capacities (management and project staff) as well as a residual cost flat rate of 40% to cover additional expenses. The uniform funding rate amounts to 80% of eligible expenses for personnel and material resources, with the remaining 20% covered by municipal own funds or donations. A professional concept with detailed documentation of space and personnel is required, as well as the submission of an application to the Arnsberg District Government. Through ongoing application submission, the program enables tailored project implementation and makes a valuable contribution to the sustainable labor market integration of socially disadvantaged target groups in North Rhine-Westphalia.
