Description
The program supports public institutions, interest groups, and other associations in Hesse with municipal projects for the implementation of the EU Water Framework Directive in connection with wastewater discharges. The goal is to achieve or permanently maintain the ecological status and potential of surface waters and groundwater at a good level. Non-repayable grants amounting to 40 to 60% of eligible expenses are continuously available; in priority areas for trace substance elimination, the funding rate increases to 60 to 80%. A prerequisite for approval is the coordination of measures with the responsible lower water authority, the declaration of waiver of offsetting against the wastewater charge pursuant to § 10 AbwAG, as well as compliance with binding periods of up to 25 years for properties, twelve years for structural facilities, and five years for technical equipment.
Funding is provided, among other things, for the expansion and upgrading of municipal wastewater treatment plants for phosphorus and nitrogen elimination, the connection of significant discharges to treatment plants, equipping storm overflow basins and storage sewers with measuring devices, installation of additional treatment stages for the removal of hazardous substances or microplastics, as well as innovative processes to reduce material pollution from rainwater and combined sewer overflows. Eligible applicants are municipalities, water and soil associations, and municipal special-purpose associations; applications must be submitted before the start of the project through the lower water authority of the respective district or independent city. Required documents include, among others, the application for treatment plant improvement, a design plan with cost calculation according to DIN 276-1, and the waiver declaration pursuant to AbwAG § 10. In this way, municipalities in Hesse can sustainably contribute to water protection and the improvement of water quality.
