Description

The provision of support services for former political persecuted persons of the SBZ/GDR and, under certain conditions, their surviving dependents offers continuously available financial assistance in the form of grants. The program is administered by the Foundation for Former Political Persecuted Persons (StepV) based in Bonn, which operates on the basis of the Criminal Rehabilitation Act (§ 18 StrRehaG) and the nationwide Hardship Fund. Eligible for funding are private individuals who can provide proof of political persecution in the SBZ/GDR or – in the case of applications submitted by surviving dependents – the corresponding survivor status. Additionally, proof of a particular economic hardship is required. As a nationwide initiative in the social sector, the program specifically targets formerly politically persecuted persons and their relatives who find themselves in existential distress. Applications can be submitted at any time; all required documents include the application form, evidence of imprisonment, and proof of neediness.

StepV, a federal foundation under public law, was established in 1969 and has expanded its responsibilities since July 2025 to include the administration of the nationwide Hardship Fund. Former political persecuted persons are given a special voice through participation in committees and boards, ensuring that decisions are directly based on experiential knowledge. The aim is to support the social and economic rehabilitation of those affected as well as to mitigate acute hardship cases. Interested parties can obtain comprehensive information about the application process and funding requirements through the foundation. The program promotes solidarity with victims of political arbitrariness and supports their social participation through timely, unbureaucratic assistance.
