Description
Governing global commons sustainably is a Horizon Europe call for transnational research and innovation projects aimed at the sustainable governance of global commons in the areas of climate, biodiversity, and spaces beyond national jurisdictions. Eligible applicants include companies, public institutions, non-profit organizations, and educational institutions from EU Member States and associated countries. Funding is exclusively provided to consortia with at least three independent partners from different countries. For a duration of up to 36 months, up to €4 million per project phase is available as a grant under a Research and Innovation Action (RIA) (100% funding rate). Eligible cost items include personnel expenses, material costs, travel expenses, and subcontracting services; retrospective costs and real estate acquisitions are excluded. Selection criteria include the degree of innovation, expected impact on governance structures, and quality of project implementation. Applications must be submitted by 23 September 2026, 17:00 Brussels time, via the EU Funding & Tenders Portal.
The program aims to develop inter- and multidisciplinary concepts as well as practical solutions. Focus areas include the role of science diplomacy, participatory involvement of civil society actors, and the interaction between research and policy advice. Attachments such as Part A in the portal, Part B as a PDF, CVs, financial plan, and consortium agreement must be uploaded in full. The evaluation process and approval typically take place within five to eight months after submission. Close cooperation with other EU-funded projects is encouraged to create synergies for resilient, inclusive, and sustainable global governance.
