Description
The Municipal Investment Promotion Act of North Rhine-Westphalia (KInvFöG NRW) supports financially weak municipalities throughout NRW in investments in municipal and school infrastructure. With approximately €1.126 billion for infrastructure projects (Chapter 1) and €1.121 billion specifically for school construction and renovation (Chapter 2), state and federal funds are deployed directly where urgent investment needs exist. Up to 90% of eligible costs are granted as subsidies, with the remaining own funds provided by the municipality or other sponsors at a minimum of 10%. The basis for eligibility includes, among other things, economic and sustainable investment concepts as well as proof that the measure can be used permanently. Funding areas include, for example, the construction, conversion, and energy-efficient renovation of administrative buildings, roads, educational and sports facilities, as well as necessary complementary infrastructure measures (such as data lines) and fixed structural equipment to implement digital requirements. New buildings as replacement facilities are exceptionally considered if, after economic evaluation, they are more cost-effective than renovating existing buildings and do not lead to an increase in capacity.
Financially weak municipalities and districts according to the annex to the KInvFöG NRW can continuously submit applications and request funds via the IDEV procedure. After completion of the measures, proof of use with confirmation by the local audit office must be submitted. For Chapter 2, a minimum volume of €40,000 applies. The Arnsberg District Government is responsible for the approval, disbursement, and control of the funds. Detailed requirements for the use of funds, proof of use, and reporting can be found in the annexes and administrative agreements. This ensures that the investments benefit the municipal fields of action— infrastructure, education, climate protection, and climate adaptation— in the long term and strengthen the municipal scope for action.
