Description
The program “Clean Heating for All” supports low-income private households in Upper Austria in transitioning from fossil heating systems to climate-friendly technologies. With a one-time grant covering 100% of eligible costs, it offers attractive support for the expansion of sustainable heating solutions. Core components include climate-friendly local/district heating connections, central wood heating systems, and various heat pumps. For the expert selection and planning of the new system, a free energy consultation in accordance with § 5 UFG is mandatory. Applications can be submitted continuously via the online platform of Kommunalkredit Public Consulting GmbH since January 3, 2022, with an implementation deadline of twelve months. This initiative significantly contributes to achieving climate neutrality by 2040.
Eligible participants are owners of single-/two-family and terraced houses with their main residence in the funding area and a household income in the lowest income third or with proof of social assistance, GIS exemption, or housing allowance. Registration is possible without limitation from January 3, 2022, and applications can be submitted continuously per heating system. Application requirements mainly include private use (≥ 50%), professional installation by authorized companies, and clear proof of ownership. Eligible expenses cover planning costs, acquisition and installation of the new system, as well as dismantling and disposal costs of the old system; own labor and heat distribution within the building are excluded. For final accounting, submission of household confirmation, land register excerpt, energy consultation report, project cost breakdown including offers, commissioning confirmation, and complete invoices is required. The program consolidates federal and state funds in a one-stop procedure, thereby effectively supporting the transition to sustainable space heating.
