Funding objective

The objective is the long-term and regular relief of caregiving relatives or short-term relief, for example, in the event of illness of caregiving relatives, exclusively in the home environment. Caregiving relatives are advised by professional staff regarding care and support measures if necessary.

Description

In Upper Austria, the publicly funded grant initiative Social Services – Caregiving Relatives establishes tailored relief for caregiving relatives in the home environment. It is part of the funding areas Social Affairs, Health, as well as Labor & Social Affairs and focuses on long-term and short-term support for relatives of care allowance recipients in levels 3–7 as well as for people with dementia without care allowance entitlement. Qualified professionals provide advice on care and support measures and ensure regular respite as well as short-term replacement in case of illness. Applications can be submitted continuously and are granted as a subsidy to cover verifiable costs. Responsible are municipal associations and magistrates, who commission established provider organizations in the respective district with service delivery.

Eligible for funding are public institutions actively operating in Upper Austria. Requirements include the submission of service agreements according to the guidelines of the State of Upper Austria as well as proof that mobile services such as home help, home nursing, or family assistance have already been commissioned. For the application, among other documents, an extract from the association register, association statutes, a detailed concept, the fully completed and duly signed application form according to the statutes, financial plan, proof of use, and the care allowance decision are required. Ongoing review of the financial statements ensures the earmarked use of funds. Thus, the initiative makes a central contribution to strengthening caregiving relatives and securing the quality of home care. Since its introduction in October 2013, there has been an indefinite possibility to meet funding requirements and receive support.
