The aim of the funding is to achieve a demand-oriented sports facility infrastructure for high-performance training and/or for competitions or elite sports events at national and international levels, as well as their preparation.

Description
The sports facility construction funding of the state of North Rhine-Westphalia supports public institutions, non-profit organizations, private individuals, companies, and other legal entities in investment measures for outstanding sports facilities. Funding is provided, for example, for state performance centers, spectator sports facilities, as well as sports school-specific infrastructure that serves high-performance training, national and international competitions, or the preparation of elite sports events. With a standard funding rate of up to 70% of eligible expenses, the program makes a significant contribution to the realization of new construction, conversion, modernization, and repair measures. In addition, energy efficiency measures, barrier-free equipment, and digital modernizations are funded, provided that the technical requirements according to DIN-EN standards are met and no predominantly commercial use (> 50%) is present. A cross-club statement from the responsible sports federation substantiates the necessity of each construction measure.
Applications can be submitted at any time and must be made in triplicate to the locally responsible district government. Prerequisites include a detailed construction and space program, design drawings, site plans, an explanatory report on the construction measure, cost calculations according to DIN 276, and a binding construction schedule. Depending on the funding recipient, proof of non-profit status or entitlement to input tax deduction must also be attached. The review is based on the criteria of appropriateness, economic efficiency, thriftiness, as well as the extent of public and third-party participation. Due to continuously available funding, ambitious projects can be implemented flexibly to ensure a demand-oriented and future-proof sports facility infrastructure in North Rhine-Westphalia.
