Description
The urban development funding guidelines of Saarland (StbFRL) have been promoting sustainable urban development projects in municipalities of Saarland for several years. Public-law institutions receive grants amounting to up to 66.67% of eligible expenses for a duration of up to 180 months. Funding is provided for integrated overall measures in accordance with the Building Code, which implement urban development concepts for city and town centers, infrastructure, digitalization, smart city initiatives, and infrastructure measures. Support includes both preparatory investigations and regulatory measures (land consolidation, land acquisition, relocation) as well as construction measures (modernization, renovation, new construction) and ERDF-funded projects. Applications are submitted continuously each year within the state program via the responsible municipal supervision authority; there are no fixed deadlines.
The aim is the permanent strengthening of cities and municipalities as economic and residential locations as well as the elimination of urban development deficiencies. Prerequisites for funding include, among others, the formal designation of the funding area, the creation of an integrated urban development concept, and the conceptual readiness of individual measures. Implementation must not begin before approval. Non-eligible costs include personnel and administrative expenses, fundraising costs, hospitality expenses, and municipal tax shortfalls. In the evaluation, aspects of sustainability, integration with overall development, the quality of the development concept, and the innovative character play an important role. For the application, a completed application form, a cost and financing overview, accompanying online information, and the integrated development concept must be submitted. Municipalities also have the option to pass funds on to third parties to involve regional stakeholders.
