Funding objective

Strengthening Evidence-Based Policies for the Resilience of European Agriculture and Forestry


Within the framework of the Horizon Europe program (Call 02 – Single Stage), the European Union funds innovative research and innovation projects aimed at enhancing the resilience of the agricultural and forestry sectors as well as related supply chains against crises and systemic risks. Applications can be submitted until 23 September 2027, 17:00 Brussels time, via the EU Funding & Tenders Portal. Eligible entities include companies, non-profit organizations, educational institutions, and public bodies from EU Member States as well as Horizon Europe associated countries. The grant covers 100% of eligible costs (personnel, consumables, travel, subcontractors) up to €6 million (lump sum, Phase CLIMATE-02) for a project duration of 36 months starting October 2027. A prerequisite is the cooperation of at least three independent partners from different countries and a focus on civil law applications in accordance with Horizon Europe participation conditions.


Funding Objective and Evaluation


The program aims to develop analytical capacities as well as policy instruments and strategies for assessing, preventing, and managing risks (sanitary, economic, technological, climatic) and integrating them into decision-making processes. Special attention is given to cumulative, cascading, and amplifying effects under the influence of climate change and international trade. Applicants must demonstrate in their project plan measures for inter- and transdisciplinary collaboration (SSH & STEM), an open science approach, and gender equality, and submit a communication and dissemination plan for project results. Evaluation is based on the criteria of “Excellence,” “Impact,” and “Quality and Efficiency of Implementation.” Project outlines (First Stage) are assessed on excellence and expected impact, while full proposals are additionally evaluated on implementation quality. The best proposals will be invited to the funding round and contract preparation.
