Funding objective

The goal is the development and testing of innovative governance models, strategies, and tools for the prevention, coping with, and management of risks and crises in European agricultural systems. Integrative approaches for different types of risks and production systems (e.g., organic farming) are to be developed, tested in participatory trial and demonstration formats, and instruments for fair risk-sharing along the value chain are to be created.

Description

Within the framework of the Horizon Europe program, the European Commission invites an EU-wide research call aimed at developing and testing innovative governance models, strategies, and tools to strengthen the risk resilience of European agricultural systems. Funding is provided to consortia consisting of at least three independent partners from different EU Member States or associated countries, pursuing a multi-actor approach and possessing proven expertise in agricultural or social/behavioral research. Over a period of 36 months, measures for the prevention, coping, and management of various risk types—from ecological production risks to geopolitical uncertainties—are to be developed, and test formats such as demonstration farms and living labs implemented. The European Commission provides up to €6 million per project with a 100% funding rate for personnel, material, and travel costs as well as subcontracting services. Applications must be submitted by 11 May 2027, 5 p.m. Brussels time; the submission platform opens on 4 February 2027.

The funding initiative targets farmers, processors, policymakers, and research institutions seeking to strengthen their capacities in risk management and develop fair instruments for risk-sharing along the value chain. Of particular importance are inclusive approaches for different production systems—including organic farming—as well as the consideration of climate and biodiversity aspects. Consortia must submit with their application a detailed implementation model and a utilization and dissemination plan that ensures alignment with EU policy objectives such as the Common Agricultural Policy and the Green Deal. The selection process is conducted by independent reviewers based on criteria such as innovativeness, contribution to EU goals, and the quality of the multi-actor approach. Successful projects are expected to provide evidence-based insights for policymaking, validate effective strategies, and make solutions widely accessible.
