Description

The European Commission’s call for proposals “Support the roll-out of EU Mobile Driving Licences” aims to strengthen the rapid implementation and cross-border recognition of mobile driving licences (mDL) within the EU Digital Identity Wallets. Companies and public institutions, including driving licence issuing authorities, traffic monitoring agencies, as well as private verifiers (e.g., vehicle rental companies) from all EU Member States and associated countries, may apply until 15.01.2026, 17:00 Brussels time. Funding covers personnel expenses, material costs, and subcontractor services over a project duration of up to 24 months with a funding rate of 50%. Eligibility requires compliance with the EU Digital Identity Regulation as well as ISO/IEC standards 18013-5/-7. Evaluations will be based on project relevance, implementation capacity of consortium partners, and expected benefits.

With a total budget of EUR 5 million, the program addresses both issuing and verifying authorities equally: the former develop mDL issuance services according to ISO/IEC 18013-5, the latter verify digital driving licence data via ISO/IEC 18013-7. Integration of the Commission’s existing reference implementation and coordination with other EU digital projects are expected. Implementation includes technical adaptations (issuing and verifier services), organizational processes, as well as risk and security concepts in line with NIS2 and GDPR requirements. Consortia should comprise at least three independent applicants from three EU countries. The outcome will be operational mDL services in participating states, interoperable verification procedures, and a sustainable implementation and business model. Through this, the European Commission supports the realization of the Digital Identity Wallet by the end of 2026 and promotes the mobility transition through secure, paperless driving licences.
