Description

The Research Project on EU Labor Mobility comprehensively examines the economic and social effects of intra-EU labor mobility. It aims to develop evidence-based policy recommendations that reflect the impacts on wages, public budgets, social systems, and regional developments in both origin and destination countries of EU citizens in a differentiated manner. The innovative research initiative is funded as a pure grant under the Horizon Europe call HORIZON-CL2-2027-01-TRANSFO-04. It is open to institutions and actors of all sizes – from companies and educational institutions to public bodies, foundations, cooperatives, and associations, as well as private individuals and start-ups. The consortium must consist of at least three independent legal entities from different EU Member States or associated countries and possess sufficient financial and operational capacities. The maximum funding amount is €3,000,000 per project, with a funding rate of 100% and a planned duration of 36 months. Eligible applicants are researchers and policymakers who require robust data on the socioeconomic consequences of labor mobility.

Submission is a one-time opportunity by 23.09.2027 through a single-stage procedure via the EU Funding & Tenders Portal. The project budget may include personnel costs, material and travel expenses, as well as subcontractor services, while real estate acquisitions, retrospective costs, or debt repayments are excluded. The application requires a project description, a financing plan, CVs of key personnel, and an ethics self-assessment. Evaluation will be based on the criteria of excellence, relevance & impact, as well as quality & efficiency of implementation. Further information on the call and the necessary forms is available on the official EU website, and the project may commence no earlier than 01.10.2027.
