Funding objective

Support for consortia of public procurers in the joint pre-commercial procurement (PCP) of research and development services for innovative tools, technologies, and solutions to enhance the resilience and adaptability of health systems, communities, and individuals to climate-related environmental and health risks. Through phased competition and risk-benefit sharing, market-ready, scalable prototypes are to be developed, which will subsequently be validated in pilot environments.

  • Procurement of large series of finished products after the PCP phase

  • Development of pure infrastructure measures without an innovation focus

Description

The EU-wide call “Tools and technologies to support health adaptation to climate change” promotes the development and testing of innovative technologies and tools as a Pre-Commercial Procurement (PCP). The objective is to increase the resilience and adaptability of health systems, municipalities, and citizens to climate-related environmental and health risks. Funding is provided to consortia consisting of at least three independent public procurers, of which two must be from different EU Member States. Under the leadership of a lead procurer, market-oriented prototypes are developed and tested in real pilot environments through several competitive phases (design, prototyping, validation). The total budget per consortium is €4–5 million, with a funding rate of 100%. Eligible applicants include, among others, health authorities, hospitals, municipal administrations, and disaster protection organizations that jointly contribute their procurement capacity for research and development. The submission deadline is April 13, 2027 (call opens February 10, 2027).

The selection procedure evaluates the excellence of the R&D approach, the expected impact on health resilience, and the quality of project implementation. Funding covers expenses for research and development, market analyses, administrative costs, and pilot installations. The acquisition of large-scale production and pure infrastructure measures are not eligible for funding. An open market consultation day with corresponding documentation is mandatory to align needs and technical feasibility. The results of the call – market price, evaluation reports, and demonstration of tested solutions – will be publicly communicated. The European Commission, as the executive body, provides full funding and expects consortia to make a binding contribution to the preparation and implementation of the PCP. Through this structured risk-benefit sharing and the competitive phased model, innovative, scalable health adaptation tools are to be accelerated to market readiness.
