Funding objective

The goal is to connect existing local and regional Digital Twins in a federated, interoperable EU network, thereby promoting data exchange, scaling, and cross-border collaboration. The pilot projects are to utilize technical open specifications and open-source components to build shared data repositories ("Data Spaces") and thus establish a sustainable, cross-border smart city infrastructure.

Description

The call "Towards networked Local Digital Twins in the EU" targets consortia consisting of at least two local or regional authorities from different EU Member States, as well as other public and private partners. The goal is to network existing Local Digital Twins (LDTs) within a federated, interoperable EU network to enable cross-border data exchange, scaling, and collaboration. Pilot projects that utilize technical open specifications and open-source components to establish common data spaces and thereby build a sustainable smart city infrastructure will be funded. The EU is providing at least €5.1 million, with a mandatory co-financing rate of 50%. Each pilot may receive funding of up to €1 million, with direct project-related costs (personnel, materials, travel expenses) considered eligible. A duration of 18 months and proof of co-financing are also required. The submission deadline is from 14 November 2025 to 15 January 2026.

Interested administrative bodies, companies, technology developers, research institutions, universities, as well as civil society and non-profit organizations are expressly invited to participate. Evaluation criteria include interoperability and federation of existing LDTs, cross-border cooperation, scalability of solutions, and proof of 50% co-financing. The application requires the Application Form, the Financial Form (.xlsx), a Letter of Commitment, and an Ethics and Data Protection Self-Assessment. The European Commission, as the funding body, manages the program and supports the development of a resilient, data-driven ecosystem in line with the objectives of the Digital Decade.
