About the funder

The Authority for Labor, Health, Social Affairs, Family and Integration in Hamburg is responsible as the ESF Managing Authority for the operational implementation of the European Social Fund Plus (ESF Plus). It manages and coordinates the EU funding programs in the areas of employment, social inclusion, education, and skills. For the funding period 2021-2027, the ESF Plus budget in Hamburg amounts to approximately 137.5 million euros (55 million € EU funds and 82.5 million € state funds). The Authority organizes competitive procedures, issues calls for proposals, evaluates project submissions, and supports the implementation of funded measures in the districts of the Free and Hanseatic City of Hamburg.

Mission & Vision

The Authority is committed to improving employment opportunities and social participation for all residents of Hamburg. Through targeted EU funding programs and local coordination, it supports disadvantaged groups, promotes further education and qualification, thereby strengthening social cohesion and integration in Hamburg.

Target groups

The ESF Plus funding programs are aimed, on the one hand, at municipal authorities, non-profit organizations, and social enterprises with SME status that implement projects for labor market integration and participation. On the other hand, the funded measures directly benefit long-term unemployed and labor market disadvantaged individuals, people with a migration background (especially immigrant women), youth, single parents, and other disadvantaged groups in Hamburg.
