Funding objective

Development and testing of advanced, automated travel and border control procedures at EU external borders that are secure, barrier-free, and accessible to all travelers. The goal is harmonization and minimal error or bias risks in border controls, as well as improved user and operational handling for border protection authorities.

Description

The EU funding program “Accessible and available travel facilitation” supports innovations for automated, seamless, and inclusive travel and border control facilitation at EU external borders. The objective of the funded Horizon Europe innovation action is the development and testing of advanced travel and border control procedures that are secure and barrier-free, with minimal error or bias risks. Public institutions, companies, non-profit organizations, and educational institutions from EU member states or associated countries are eligible for funding, in collaboration with at least two border or coast guard units. Technology providers, research institutes, and authorities developing digital solutions based on Copernicus or Galileo/EGNOS data and operating independently of third-country influences are targeted. Personnel costs, subcontractor services, material and equipment expenses, travel, and dissemination measures are eligible within the 36-month projects, with a funding rate of up to 70% enabling a grant of approximately €4 million per project.

The single-phase submission process closes on 05/11/2026 at 17:00 (Brussels time). Evaluation will be based on the criteria of innovation content, expected impact, and consortium structure. Up to two projects will be funded within this budget framework. Applications must be submitted via the EU Funding & Tenders Portal, where, in addition to the project description, further documents such as the financial plan, CVs of key personnel, ethics self-assessment, and open science plan must be uploaded. Funded projects are required to present a detailed exploitation and communication plan embedding inclusion and accessibility. Upon successful approval, the project will start from 15/11/2026; information on contract conclusion and payments is expected within eight months after the deadline.
