Description

The Hessian grant program supports the sustainable urban renewal and development of clearly defined core areas designated as redevelopment areas, Social City, urban restructuring areas, or active core areas. Public institutions such as municipalities, municipal associations, and planning associations pursuant to § 205 para. 4 BauGB can benefit from a funding rate of up to 66% of eligible expenses. The program duration is a maximum of ten years (120 months) and covers all costs of individual measures as well as the subsidization of loans and pre- or interim financing. Inclusion in the urban development funding program occurs with the first grant notification, after the area has been formally delineated and the planned individual measures have been approved. The program is currently no longer open for applications.

For the application, a comprehensive description of the entire area was required, outlining the problem situation and a development concept, accompanied by resolutions for the preparation of the concept and the establishment of a steering structure. Additionally, cost and financing overviews, interim accounts, inventory lists, explanations of individual measures, as well as an overview map with boundaries and an action plan had to be submitted. A self-evaluation every five years and a coherent steering concept to sustain the effects beyond the funding period were essential prerequisites for the continuation of funding. Upon completion of the overall measure, a concise final report with plan drawings and photographic documentation had to be submitted to the responsible approval authority.
