Grant criteria
Funding objective
The aim of the call is to improve the scalability and replicability of successful GenAI pilot solutions in public administrations across the EU. This includes the development of starter kits, repositories for replicability assessments, tailored guidelines, as well as a helpdesk for technical, organizational, and legal issues – for example, in the area of procurement. Furthermore, the joint demand for European GenAI solutions is to be consolidated, a network of administrations and start-ups established, and activities for awareness-raising and knowledge sharing conducted in order to create a sustainable GenAI community in Europe.

Description
A Europe-wide funding call aims to efficiently coordinate pilot projects for Generative Artificial Intelligence (GenAI) in public administrations and to make their successful approaches reproducible across various Member States. Public institutions, companies, and non-profit organizations acting jointly in a consortium with partners from at least two EU countries are eligible for funding. With a total budget of €1.8 million and a funding rate of up to 100%, the measure supports the development of starter kits, repositories for reproducibility assessments, as well as tailored guidelines. Additionally, the establishment of a helpdesk is planned to address technical, organizational, and legal issues – for example, in the area of procurement. By pooling common demands for European GenAI solutions and building a network of administrations, start-ups, and SMEs, a sustainable GenAI community is to be created and knowledge transfer promoted. The submission deadline runs from 04/11/2025 to 03/03/2026, 17:00 Brussels time.
The call primarily targets national and regional administrations wishing to integrate GenAI into their workflows and IT systems, as well as innovative start-ups and SMEs. Eligible expenses include personnel costs, material costs, travel and accommodation expenses, as well as costs for workshops and training; retroactive costs are excluded. Application documents include, among others, the DEP application form, a detailed project description, the budget plan, a declaration on ownership control, and an ethics self-assessment. Evaluation is based on the criteria of relevance and expected impact, quality of methodology, efficiency of implementation, and qualifications of the applicants. The call aims to sustainably strengthen the scalability and reproducibility of successful GenAI solutions and to intensify European cooperation in the field of artificial intelligence.
