Description

The training transport flat rate according to § 11a ÖPNVG NRW is an annual lump-sum subsidy from the state of North Rhine-Westphalia to support discounted season tickets for pupils, students, and trainees in public scheduled transport. Eligible recipients are the responsible authorities pursuant to § 3 para. 1 ÖPNVG NRW (municipal authorities and special-purpose associations) in North Rhine-Westphalia. Since 2012, a total of €130 million per year has been made available through state funds, the distribution of which is based on the local share of compensation claims from 2008. 70% of the grant amount is paid out on May 1 and 30% on October 1, without the need for a separate application.

At least 87.5% of the flat rate must be used as compensation for revenue losses from season ticket discounts in training transport. Up to 12.5% may be used without discrimination for measures to further develop tariff and transport services, for quality improvements in training transport, or for administrative costs related to the flat rate. Eligible expenses include refinancing of season ticket discounts, project-related tariff optimizations, and costs for the administration of the funding measure. The funding conditions require proportional distribution according to the revenues of the transport companies in the respective responsible authority’s area, thus ensuring demand-oriented support of public local passenger transport for young passengers in North Rhine-Westphalia.
