Description

The state of Lower Saxony supports statewide consulting services for small and medium-sized enterprises (SMEs) active in the specialization fields of the Regional Innovation Strategy (RIS3) with a non-repayable ERDF grant. The objective is to strengthen knowledge and technology transfer, integrate SMEs into innovation processes, and promote cooperation with regional scientific institutions. Funding is provided for qualified consulting on potentials and the implementation of new technologies as well as process and organizational innovations, the development of own product and service projects, and support in applying for advanced innovation programs. Additionally, initial consultations for needs analysis, mediation of contacts to network and research actors, and accompanying public relations activities can be covered. Funding is granted proportionally depending on the program area: up to 40% of eligible expenses in more developed regions (MDR) and 60% in transition regions (TR), each up to a maximum of EUR 1,200 per working day. The grant may include personnel costs, external costs (external consulting), and material costs (e.g., travel expenses), while land acquisition, interest on debt, and non-recoverable VAT are excluded.

Eligible applicants are local authorities, consortia thereof, as well as public or private institutions in Lower Saxony entrusted with economic development tasks. SMEs must maintain a business establishment in Lower Saxony and provide certified proof of their status. The project duration is up to 48 months; applications can be submitted continuously before project start via the NBank customer portal. Assessment criteria include, among others, professional concept, relevance to RIS3 objectives, regional development impact, cooperation, as well as cross-cutting goals such as equality and sustainability. For application submission, documents such as project description, financing plan for technology transfer, proof of consultant qualification, and De-minimis declaration must be provided. A comprehensive milestone and quality evaluation ensures that fundable projects are supported in a targeted manner.
