Companies, founders, and non-profit organizations of all sizes from EU member states and associated countries can receive up to 70% funding for personnel costs, material and travel expenses, as well as subcontractor services. Within a timeframe of up to 48 months, disruptive products, services, or business models are to be tested in at least three realistic pilot trials. Expenditures for real estate and retrospective costs are excluded. The funding amount per project ranges between EUR 5 and 6 million. Selection is based on the criteria of innovation content, credibility of impact pathways, quality and efficiency of implementation, as well as the strength and composition of the consortium. Submission requires, in addition to the project description, a financing plan, CVs of key personnel, a detailed budget table, and the application form.

Funding is provided for creative start-ups younger than ten years that possess disruptive innovation potential and transnational cooperation concepts. The goal is to equip policymakers, investors, and support organizations with practical recommendations to scale start-ups and establish them as drivers of disruptive innovation. The program addresses thematic areas such as corporate financing, culture, research & innovation, as well as culture & media, and emphasizes gender-neutral structures and open science approaches. The application deadline is September 23, 2026. With the Seal of Excellence and, if applicable, a STEP award, projects can additionally gain visibility and attractiveness for potential co-financiers.
