Funding objective
The BMWK supports the short-term further qualification of skilled workers in craft and planning companies for consulting, planning, installation, and commissioning of heating heat pumps in existing buildings, in order to accelerate the expansion of heat pumps and address the shortage of skilled workers in the heating sector.

Description
The Federal Funding Program for Heat Pump Development (BAW) supports craft and planning companies nationwide in the short-term further qualification of their employees regarding consulting, planning, installation, and balancing of heating heat pumps in existing buildings. Funding is provided for short training courses held in person or online, as well as practical on-site coaching by listed providers. Eligible applicants are small and medium-sized enterprises in the trades of sanitary, heating, air conditioning, electrical engineering, chimney sweeping, and refrigeration-air conditioning, planning offices for technical building equipment, as well as companies with building energy consultants or recognized entries in energy efficiency expert lists. The funding covers up to 90% of eligible expenses, with a maximum of €5,000 per applicant, and can be applied for via the electronic BAFA form until September 30, 2025. Required documents include the fully completed application form, a self-declaration regarding de minimis aid, and, if applicable, a power of attorney declaration.
With this measure, the BMWK aims to accelerate the expansion of heat pumps and counteract the shortage of skilled workers in the heating sector. Course content includes, among others, design calculation, hydraulics, sound insulation, commissioning, maintenance, and consulting concepts for existing buildings. By combining compact training units with individual on-the-job training, companies are offered flexible continuing education modules that can be immediately applied in daily practice. As part of the Climate Protection Act’s Immediate Program for Buildings, the program makes an important contribution to achieving climate targets in the building sector and promotes the market penetration of heat pump technologies.
