Description

The EU initiative for crime prevention in the context of addictive behavior supports research and innovation projects with a total budget of €6 million. The goal is the development and validation of novel prevention approaches that are effective both in digital and analog environments and clarify the nexus between addictions and criminal offenses. A particular focus is on the creation of evidence-based training concepts for police authorities and civil society actors to strengthen their operational competence. Innovative technologies and pilot applications are also supported to help better reach especially vulnerable youth and establish sensitive intervention measures. The projects aim to amplify societal impact by testing modern methods of collaboration between police authorities, NGOs, non-profit organizations, and other stakeholders, creating synergies at the EU level.

Eligible for funding are consortia consisting of at least two police authorities and two civil society organizations from three different EU member states or associated countries. Applicants must submit their complete application documents – consisting of a cover letter, project description, and financial plan – by 5 November 2026, 17:00 Brussels time, via the portal. The funding rate is 100% of eligible expenses for personnel costs, material costs, and subcontractor services. Key evaluation criteria include scientific excellence, societal impact, as well as quality and efficiency of implementation. The funded consortia make a significant contribution to the modernization of the European criminal justice system and to increasing the resilience of communities against addiction-related crime.
