Funding objective
The objective of the project is the conception, development, and validation of a holistic ecosystem for the future EU Critical Communication System (EUCCS). Robust, scalable, and interoperable communication solutions are to be created that enable reliable data and voice communication even in network-remote or high-risk operational scenarios. The focus is on hands-free devices, wearables, augmented reality features, as well as security through post-quantum cryptography and standardization.

Description
Development of an Integrated Ecosystem for the EU Critical Communication System (EUCCS)
This EU-funded innovation program supports companies, educational institutions, non-profit organizations, public bodies, private individuals, cooperatives, interest groups, associations, or foundations in all EU member states and associated countries in the design, development, and validation of a holistic ecosystem for secure and resilient voice and data communication in the civil security sector. The focus is on next-gen functionalities for police, fire brigades, emergency services, and crisis management, including hands-free devices, wearables, and augmented reality features. Post-quantum cryptography and standardization ensure a high level of security even in network-isolated and high-risk operational scenarios. The funding rate is 70% (100% for non-profit organizations), with a maximum grant amount of €3 million per project. Eligible costs include personnel expenses, material costs, and subcontractor services. Projects must be submitted by 05/11/2026, with project start possible from 06/05/2026 onwards.
The involvement of at least three first responder organizations and the use of Copernicus or Galileo/EGNOS data in satellite-supported services are mandatory. Evaluation criteria include the degree of innovation, relevance to civil emergency forces, and quality and efficiency of project implementation. The grant conditions are subject to Horizon Europe call requirements and EU funding regulations. Application documents include the application form, project description, financing plan, and declaration of first responder involvement.
