Description
The state of Baden-Württemberg supports municipal authorities in the construction, expansion, and conversion of roads and mobility infrastructure with a financial contribution aimed at modernizing and improving traffic conditions, air quality, and noise protection. Measures in municipal road construction as well as complementary projects in cycling and pedestrian traffic are funded, including land acquisition, construction and planning costs, traffic control and information systems, neighborhood garages, and network connections for charging infrastructure. Subsidy rates of up to 50% of eligible costs apply. For projects with particularly positive climate contributions (for example, renewable energy integration or comprehensive mobility mix), the funding rate increases to a maximum of 75%. Inclusion in the annual funding program must be applied for by October 31 of the previous year.
Eligible applicants are all public-law entities responsible for municipal construction – municipalities, districts, municipal associations, and authorized construction authorities – as well as, in the case of rail stop topics, municipal enterprises and public transport companies. Approval is granted within the framework of fixed-amount financing following an assessment of traffic safety, traffic flow, air quality improvement, noise protection effect, and sustainability aspects. A complete application includes, among other things, an application form, an explanatory report, cost and financing plan, site and elevation plan, safety audit, valuation report, building law and land acquisition proof. After the funding decision becomes final, advance payments of up to 80% of the approved amount may be made. The closing procedure requires a proof of use that documents the appropriate implementation and subsequently demonstrates achieved successes in mobility and climate protection goals.
