As a direct subsidy, the program supports newly constructed plants up to 250 kWel as well as existing biogas plants after the expiration of their ÖSG funding period for up to 20 years. Eligible for funding are private individuals, companies, and cooperatives that feed marketed electricity into the public grid and obtain guarantees of origin. Applications have been continuously possible since 06.10.2022 and until no later than 01.01.2030, and can be submitted up to 24 months before the expiration of the previous ÖSG funding period. The goal is to secure the economic viability of biogas plants and accelerate the expansion of renewable energies in the interest of climate protection.
Key funding requirements include connection to the public grid with remote controllability, the installation of load profile meters or smart meters, as well as a fuel utilization efficiency of at least 60% for new plants or over 60% for existing plants. Technical measures to prevent fine dust emissions, a heat meter compliant with the state of the art, and a raw material supply concept for at least five years of operation must be demonstrated. Additionally, acceptance of the General Funding Conditions (AFB-MP) is required. Applications must be submitted with the following documents: proof of commissioning, project description including cost, schedule, and financing plan, permits, reports on fuel utilization efficiency, proof of smart meter, raw material supply concept, and declaration of acceptance of the AFB-MP.
