Funding objective
Improvement of high-quality, flexible, and decentralized social public services in rural areas. Funding is provided for investments in early childhood education and care facilities, nursing and care centers, psychosocial and social psychiatric services, facilities for people in special distress, as well as mobile services.

Description
The program ELER 2023–2027: Social Services – VBG is aimed at public institutions as well as non-profit organizations in Vorarlberg and promotes the development of high-quality, flexible, and decentralized social services in rural areas. The focus is on investments in early childhood education and care facilities (especially for children under three years), care and support centers, psychosocial and social psychiatric services, emergency facilities, and mobile pick-up, drop-off, and service offerings. The goal is to strengthen the care, nursing, and counseling infrastructure and thereby sustainably secure the participation of children, adolescents, seniors, and people in special life situations. The funding period extends from 01.09.2023 to 31.12.2027 within the framework of the CAP Strategic Plan 2023–2027 (Measure 73-11).
Material and intangible investments as well as planning and consulting costs amounting to 65% of eligible expenses are funded, up to project expenditure limits of €5 million. Personnel costs and non-cash own contributions are not eligible. A prerequisite for funding is a project location in a rural area, construction commencement only after application submission (incentive effect), and compliance with OIB Guideline 6 and the climate protection agreement “VG Building Sector.” For construction measures, an official acceptance certificate must be submitted. Applications are submitted digitally via the AMA’s DFP and must be supplemented with a project description, cost estimates, proof of OIB compliance, and official construction acceptance documentation.
