Description

In the program "Energy from the Countryside – Sun, Wind, Water," L-Bank provides agricultural energy companies in Baden-Württemberg with low-interest loans for the generation of electricity and/or heat from renewable sources. Investments in photovoltaic, wind, and hydropower plants as well as other technologies such as solar thermal energy or geothermal energy are supported. Small and medium-sized enterprises (SMEs) according to the EU definition, as well as community-related businesses from agriculture, agribusiness and food sectors, forestry and fisheries, and rural municipalities, are eligible for financing of up to 100% of the eligible investment costs – with a maximum of ten million euros per company per year. The funds must be applied for through the applicant’s house bank via the house bank procedure; disbursement can occur within twelve months after approval. The term ranges from six to thirty years depending on the chosen option, with flexible grace periods and fixed nominal interest rate commitments.

To receive the loans, the energy company must have its investment location in Baden-Württemberg and feed the generated energy wholly or partially into the public grid or market it directly. Systems for exclusive self-consumption (off-grid systems), refinancing, companies in difficulty, and pure share acquisitions are excluded. The interest rate depends on creditworthiness, collateral, and – in the future field of agri-photovoltaics – premium conditions. Funding requirements such as the SME criterion or aid-free conditions for non-SMEs, information on de minimis aid, as well as proof of project planning and grid connection must be submitted with the application using form WF_1001 via the house bank. With this measure, the state strengthens the decentralized energy transition in rural areas and supports sustainable climate protection projects in the region.
