Description

ESF Funding Guideline Vocational Education – Qualified Training Support in Vocational School and Company (QuABB) is a funding program in Hesse aimed at counteracting dropouts in the dual training system. The initiative is primarily directed at public and educational institutions active in the field of vocational education and training. Through counseling and targeted support services, trainees at risk of dropping out are to be sustainably supported. By providing a subsidy of up to 60 percent of eligible expenses, the program enables the development of individual problem-solving approaches in close cooperation between vocational schools and training companies.

The measures are based on intensive collaboration between the participating institutions, with training supervisors convincing through the use of sound counseling methods and ideally relevant professional experience in working with adolescents and young adults. The interventions aim to identify risks in training at an early stage and to deploy tailored support services to prevent training dropouts. To ensure quality and sustainable competence development within the project, participation in a certification procedure recognized by the responsible ministry is required within the first twelve months, provided no existing certification is available. This ensures a high standard in counseling and support.

The program requires applicants to submit a comprehensive concept, a detailed schedule and financing plan, as well as proof of the necessary qualifications of the project staff. Project implementation takes place in cooperation with an authority designated by the ministry responsible for vocational education, ensuring that the central objectives and quality requirements of the funding program are bindingly implemented. The subsidy makes it possible to establish innovative counseling and support services that optimize the transition between company and vocational school. Overall, the ESF funding guideline represents an attractive funding instrument that not only strengthens the stability of training systems in Hesse but also contributes to long-term skilled labor security.
