Description

In Hesse, the Extreme Weather Directive - Forest supports the rapid removal of damage in forests caused by storms, heavy rainfall, or bark beetle infestations. The goal is to preserve vital forest ecosystems within the funding area of Agriculture & Rural Development. Designed as a grant, the directive covers the removal of calamity timber, preventive and acute forest protection measures, as well as the reforestation of affected areas. Traffic safety measures can be reported immediately in cases of imminent danger; for reforestation, the annual application deadlines are March 1 for the current calendar year and September 1 for the following year. Coordinated by the Hessian Ministry of Agriculture and Environment, the funds are provided proportionally from state, federal, and EU funding sources.

Eligible applicants are natural and legal persons under private law, municipal institutions, as well as community forests, forest management associations, and legally capable forest management cooperatives that manage forestry areas in Hesse. Prerequisites include proof of ownership or a written consent declaration from the owners, a recommendation from the Northwest German Forestry Research Institute for planned forest protection measures, and a professional statement from the responsible forestry office for calamity timber removal and timber storage site establishment. Excluded are the federal government, states, and legal entities with at least 25% federal or state participation. Eligible expenses include the removal of calamity timber (traffic safety), monitoring and integrated plant protection without chemical agents, the establishment of Natura 2000-compatible timber storage sites, as well as reforestation measures following extreme events. Applications are submitted electronically via the WIBank’s agricultural portal; required documents include the application form, proof of ownership, recommendation letters from the research institute, and the forestry office’s professional confirmation.
