Funding for the near-natural development and protection of water bodies as well as for sustainable water management and the stabilization of the landscape water balance

Funding for near-natural development and water protection in Brandenburg is aimed at public institutions, non-profit organizations, and cooperatives that implement measures under the sponsorship of the state or through water and soil associations. Eligible for funding are investment projects for water body development, planning and feasibility studies, compensation and replacement measures, as well as project management and procurement costs. The basis is the ELER/GAK administrative regulation (ELER/GAK VV GewSan), effective since August 15, 2025, as well as the ELER-VV Water Management (valid until December 31, 2027). Applications can be submitted digitally at any time via the internet portal (IAP); registration with BNR-ZD and an authega certificate are prerequisites. The funding rate is 100 percent in all cases, with a ceiling within the funding area framework of rural regions. Excluded are in-kind contributions, leasing costs, fines, legal fees, and interest. Project sponsors are required to demonstrate criteria such as cost-benefit ratio, quality of water body development, and sustainability aspects in the proof of use.

The State Office for the Environment (LfU), Department W22, coordinates the technical preliminary review, while the Investment Bank of the State of Brandenburg (ILB) is responsible for approval and disbursement. In addition to public tenders, direct awards or restricted tenders are possible depending on the contract value. All procedures require transparent documentation and adherence to the principles of non-discrimination and transparency. The program thus creates optimal framework conditions for water protection and sustainable water management in the State of Brandenburg.
