Description
The "Flagship Pilot: large-scale demonstrations for Connected, Cooperative and Automated Mobility (CCAM)" is an EU-funded innovation initiative within the CCAM partnership. Companies, public institutions, and cooperatives can jointly create realistic demonstration environments in consortia composed of automobile manufacturers, technology providers, mobility and logistics authorities, as well as research institutions. In real test fields, individual mobility, shared mobility, and freight transport are integrated to validate technical maturity levels (up to SAE Level 4), operational concepts, and regulatory frameworks. The objective is to identify societal requirements and sustainable business models as well as to develop recommendations for the market readiness and regulation of automated vehicles. The project duration is 48 months with a budget of €100 million; the maximum funding rate is 70%. Applications are submitted exclusively via the EU Funding & Tenders Portal; eligible costs include personnel expenses, material costs, travel expenses, and subcontractor costs. Real estate purchases, retroactive costs, and debt settlements are excluded. Requirements include a consortium of at least three partners from different EU member states or associated countries, as well as ethical and safety-related provisions according to Horizon Europe.
Interested project partners prepare a market analysis and open online consultations in advance, draft the tender documents for the phases of Pre-Commercial Procurement, and subsequently implement the field tests through Living Labs, technology pilots, and field operational tests (FOTs). Evaluation criteria include the degree of innovation, expected market and societal impacts, as well as the quality and efficiency of implementation. Required application documents comprise the application form, a detailed project description, financing plan, ethics self-assessment, and proof of legal status. The application deadline starts on 4 June 2026 and ends on 8 October 2026, with the project start planned from 1 January 2027.
