Description
Funding Objective and Content
The funding guideline focuses on waterbody development and flood risk management in North Rhine-Westphalia. Comprehensive measures are supported, ranging from fundamental or supra-regional planning through monitoring and investigations to hydraulic engineering interventions. Land provision as well as public relations and educational work are also eligible projects. The goal is the implementation of the European Water Framework Directive (WFD) and the strengthening of flood protection in accordance with the requirements of the Flood Risk Management Directive (FRMD). Applications must be submitted by October 30 of the previous year to ensure timely review in the upcoming fiscal year. Grants support project costs carried out according to recognized technical standards and in compliance with the “Blue Guideline” as well as the “Manual on Transverse Structures.”
Participation and Financing
Eligible applicants are legal entities under public law, such as municipalities, municipal associations, and water associations. In certain areas of water protection, companies and legal entities under private law may also submit applications. The funding guideline grants subsidies ranging from 40% to 80% of eligible expenses; for companies, the rates range between 25% and 70%. Expenses without direct water management relevance as well as facilities for passive recreation are excluded. For a complete application, among other documents, the application form (Template 1), fund request form (Template 4), proof of use (Template 5), declaration of “De-Minimis” aid (Template 6), expenditure sheet, and the technical interim report must be submitted. Submission of the application prior to the start of all measures is a mandatory prerequisite for approval.
