Description

The funding guideline for the Municipal Investment Promotion Act School Infrastructure (FRl-KInvFG II) supports financially weak municipalities and their companies that are 100% municipally owned in Saarland in the modernization and expansion of general and vocational schools. The focus is on measures such as renovation, conversion, replacement new construction, and barrier-free redesign of school buildings, as well as the provision of sanitary facilities, floor coverings, or piping. Complementary infrastructure measures and investments in childcare facilities (for example, after-school care centers) are also funded, as are accompanying consulting services from external providers. The funding rate amounts to up to 90% of eligible costs, with a minimum investment volume of 40,000 euros to be observed. Applications can be submitted continuously and are made through the Ministry of the Interior, Building and Sports of Saarland.

A prerequisite for the grant is proof of municipal financial weakness based on an agreed model, as well as the start of investment after June 30, 2017, or the delimitation as an independent section of an ongoing project. The funding follows the provisions of the Municipal Investment Promotion Act and an administrative agreement between the federal government and the states. Replacement new constructions can, under certain conditions, be recognized as a more economically advantageous alternative to renovation of existing buildings. A use-binding period of 20 years applies to funded buildings. This guideline sustainably strengthens school infrastructure and creates a contemporary learning environment for pupils.
