Description

The funding guideline for rural drinking water infrastructure supports private builders as well as public law entities in Thuringia in the construction, renovation, and initial connection of drinking water supply systems. The goal is to permanently secure the quality and quantity of drinking water in rural areas. Funding is provided for wells, treatment and pipeline systems on properties without municipal supply obligations, as well as for collection systems, connecting pipelines, and local networks for the first-time public water supply within built-up areas, as well as the connection to the long-distance water supply. Eligible applicants are property owners, leasehold holders, and municipal authorities with up to 10,000 inhabitants; the funding rate for private builders is up to 85% of eligible costs (minimum EUR 1,000, maximum EUR 22,000 per property), for municipal facilities up to 65% (max. EUR 20,000), and for the long-distance water connection up to 50%. Eligible expenses include construction, planning, and consulting services as well as value-added tax; excluded are house installation parts, own services, land acquisition, and incidental construction costs according to DIN 276.

For private builders, the application deadline is September 30 each year, and for municipal authorities, December 31 of the previous year. Requirements include, among others, multiple exceedances of the drinking water ordinance limits or insufficient supply security without the intention of connection by the public supplier. Additionally, DVGW-certified specialist services, a verified drinking water concept (TLUBN), and proof of three comparative offers must be submitted. Municipal authorities must also provide a declaration of intent from the public water supplier, the economic solution according to the LAWA-KVR guideline, and the supervisory legal assessment. Through this funding, the Thuringian Ministry for Environment, Energy, Conservation and Forestry, in cooperation with the Thuringian Development Bank, makes a decisive contribution to sustainable water supply in rural areas.
